Overview

In January 2020, the City hired Alta Planning + Design (Alta) to update the City’s Bicycle and Pedestrian Master Plan (Master Plan). The current master plan document (Draft Plan) was developed in 2011, and it remained in draft form pending the start of the City’s General Plan Update (which ultimately started in 2019). Nevertheless, the Draft Plan provided guidance for much of the City’s bicycle and pedestrian facility improvements over the past nine years, including the recent bike lane or sidewalk installations along Contra Costa Boulevard, Geary Road, Oak Park Boulevard, Boyd Road, Elinora Drive, Pleasant Hill Road, Woodsworth Lane, and North Main Street. The Draft Plan also identified the various completed trail crossing improvements along the Contra Costa Canal Trail and EBMUD Trail. Given the large number of improvements that were completed since 2011, the Draft Plan needs to be updated to identify the next phase of bicycle and pedestrian improvements, incorporate current policies and design standards in regards to bicycle and pedestrian accommodation, and identify updated funding options for future project implementation.

Project Status

In March 2020, the City’s Traffic Safety Commission provided input on the Goals, Policies, and Objectives that will help guide the update of the Master Plan.  The project is now start its public input phase where the general public has the opportunity to comment on the proposed bicycle and pedestrian network, as well as make other general comments about the project.  It is anticipated that this public outreach period will take place over the months of April and May.
